A member of the committee will serve for a period of three (3) years and will be eligible for re-appointment for a further and final term of three (3) years.
Functions of committee
The committee shall, under the general supervision of the Executive Member be responsible for:-

Duties and Responsibilities
An Officer at this level will be deployed at the headquarters or at County level.
Duties and responsibilities at this level entail:-

LOANS / CREDIT OFFICER: JOB GROUP “K” – 4 POSTS
Duties and responsibilities
  • Advise the Director, Cooperative Enterprise Development Fund, on the lending policy, credit management, loan defaults and recovery methods.
  • Scrutinize loan security offered by borrowing societies
  • Scrutinize loan application forms and agreements to ensure they give accurate information.
  • Attend Loan Committee meetings when required by the credit committee
  • Ensure accuracy of interest calculations on loans and act upon discrepancies discovered.
  • Follow up on overdue loans and debts and ensure that proper recoveries are made to control loan delinquency.
  • Assist cooperative sector institutions where necessary to design, identify, select, prioritize, appraise, evaluate and negotiate investment opportunities.
  • To monitor and prepare monthly and quarterly reports on the progress of the societies that the fund has financed.

Duties and Responsibilities

Duties and responsibilities
  • An Officer at this level shall head and supervise the Cooperative function in Busia County.

Duties and responsibilities
1. Ensure county policies and laws to be adopted in regard to the production, manufacture, sale and consumption of alcoholic drinks;
2. Ensure collaboration with other county and national government departments strategize and plan for implementation of the Busia County Alcohol drink Act, 2013 and control of alcohol abuse and any other relevant legislation and coordinate and support their implementation.
3. Work with the Director in facilitating participation in matters related to alcohol drinks control in accordance with the framework for citizen participation established under the county government Act 2012. The Urban AREAS AND Cities ACT, 2012 or any other public or private bodies and institutions.
4. Carryout public education and research on alcohol drinks control in the county directly and in collaboration with other public or private bodies and institutions.
5. Facilitate and promote in collaboration with other county and national government institutions the establishment of treatment and rehabilitation of facilities and programs;
6. Make reports on alcohol drinks status report;
7. Collaborate to support and control the administration of alcohol drinks control fund;

MEMBER OF BUSIA POLICING AUTHORITY, SIX (6) POSTS
Busia County Government
Pursuant to section 41(1) and (2) of The National Police Service Act 2011 and Gazette Notice number 114 dated 9th January 2015, the Busia County Public Service Board wishes to recruit competent and qualified persons to serve as members in the County Policing Authority.
The Board therefore, invites applications from the categories listed below:

Only one person will be selected from each category.
The applicant shall be eligible for appointment if the person:-
  • Is a citizen of Kenya

Members appointed shall serve for a term of two years and shall be eligible for re-appointment for one further term.
The functions of the Authority shall be to;
  • Develop proposals on priorities, objectives and targets for police performance in the County;
  • Monitor trends and patterns of crime in the County including those with a specific impact on women and children;
  • Promote community policing initiatives in the County;
  • Monitor progress and achievement of set targets;
  • Provide financial oversight of the budget of the County Police;
  • Provide feedback on performance of the police service at the County level ;

Job Description
  1.  Provide for a clearly defined career structure, which will attract,  motivate and facilitate retention of suitably qualified personnel in the county Public Service

COUNTY DIRECTOR, COMMUNICATION AND PUBLICITY,JOB GROUP ‘R’ (1 POST)
The holder of the post of County Director will be the Head of the Communication and Publicity in the County and will be answerable to the Chief Officer for ICT, Communication and Publicity in the Department of Public service, ICT, Publicity, and Intergovernmental Relations, for the development, implementation  and oversight of all corporate communications strategies and  programs  including publicity in order to enhance the County’s overall reputation and visibility as well as establish and maintain good will and understanding with the public.
Duties and Responsibilities
1, Formulation, interpretation and implementation of the County government Public communications policies, strategies and programmes and ensuring compliance with the County Communications Strategy;
2, developing and nurturing relations with internal and external publics;
3, development of strategies for implementation of Public communications and coordinate research on emerging issues in public communications.
4, Undertake overall management of public communications services locally and internationally;
5,  Undertake advocacy ensuring projection of positive image of the County Government and  communications of development projects in line with the Constitution, CIDP other County Policies, Plans  and Vision 2030;

7, Maintain focus on external communication by coordinating media relations and ensuring that the correct information is presented to and reported on by media houses and maximize media opportunities.

  1. Coordinate the development and implementation of policies, strategies and initiatives that enhance the use of ICTs by county government departments and other sectors in the county.
  2. Promote the development, deployment and utilization of ICTs to facilitate the socio-economic development in the county and facilitate the implementation of the E-Government strategy
  3. Undertake the planning, design, installation, configuration, troubleshooting, maintenance and support of the County Government’s ICT resources, systems, and services to ensure optimal standards of databases, system integrity, security, backup, reliability and performance.
  4. Provide effective and efficient management of the ICT Resources and Coordinate the provision of Administration services

The holder of the post of Assistant Director Information and Communication Technology services in the County will be answerable to the Director for ICT in the Department of Public service, ICT, Publicity, and Intergovernmental Relations, for the planning, monitoring and evaluation of the ICT program activities and for developing and exploiting the potential of evolving information communication technologies in order to support the County development priorities and objectives.
Duties and Responsibilities
  1.  Undertake planning, monitoring and evaluating ICT program activities and approving of ICT standards for application;
  2. Ensuring ICT goals and objectives are achieved and liaising with users to ensure that information processing needs are met
  3. Reviewing and evaluating feasibility studies and reports for implementation;
  4. Undertake management and coordination of the provision of administration services in the Division
  5. Supervise monitor and evaluating performance of staff and coordinate the training and capacity building including performance management and contracting of the ICT officers
