and consumption of alcoholic drinks;
2. Ensure collaboration with other county and national government departments strategize and plan for implementation of the Busia County Alcohol drink Act, 2013 and control of alcohol abuse and any other relevant legislation and coordinate and support their implementation.

Work with the Director in facilitating participation in matters related to alcohol drinks control in accordance with the framework for citizen participation established under the county government Act 2012. section 41(1) and (2) of The National Police Service Act 2011 and Gazette
Notice number 114 dated 9th January 2015, the Busia County Public

Duties and
Responsibilities.
- implementation of communication strategies;

Requirements
for Appointment.
Bachelor’s Degree in any of the
following: Mass Communication, Journalism, Public Relations, communication
Studies, Media Studies/Sciences, Corporate communications or any other approved
equivalent qualifications from a recognized institution and Senior Management
course or equivalent lasting not less than four(4) weeks from a recognized
Institution;
Or
Bachelor’s Degree
in Social Sciences with a Postgraduate Diploma in any of the following
disciplines; Mass communication, Journalism, Public relations, Communication
Studies, Media Studies/Sciences or any other approved equivalent qualifications
from a recognized institution and Senior management Course or equivalent
lasting not less than four(4) weeks from a recognized Institution;
- Experience of at least Seven (7) years including having Served in the grade of Chief Public Communications Officer or in a comparable and relevant position in the Public Service or Private sector for a minimum period of three (3) years;
- Good oral and written communication skills in English and Kiswahili;
- Certificate in Computer applications; and
- Demonstrated professional competence and managerial capability as reflected in work performance and results.
COUNTY DIRECTOR,
COMMUNICATION AND PUBLICITY,JOB GROUP ‘R’ (1 POST)
The holder of the
post of County Director will be the Head of the Communication and Publicity in
the County and will be answerable to the Chief Officer for ICT, Communication
and Publicity in the Department of Public service, ICT, Publicity, and
Intergovernmental Relations, for the development, implementation and
oversight of all corporate communications strategies and programs
including publicity in order to enhance the County’s overall reputation and
visibility as well as establish and maintain good will and understanding with
the public.
Duties and
Responsibilities
1, Formulation,
interpretation and implementation of the County government Public
communications policies, strategies and programmes and ensuring compliance with
the County Communications Strategy;
2, developing and
nurturing relations with internal and external publics;
3, development of
strategies for implementation of Public communications and coordinate research
on emerging issues in public communications.
4, Undertake
overall management of public communications services locally and
internationally;
5,
Undertake advocacy ensuring projection of positive image of the County
Government and communications of development projects in line with the
Constitution, CIDP other County Policies, Plans and Vision 2030;
6, managing
public communications services that enhance security, peace and national
cohesion and ensuring professional ethics in the delivery of public
communications services;
7, Maintain focus
on external communication by coordinating media relations and ensuring that the
correct information is presented to and reported on by media houses and
maximize media opportunities.
8, Develop and
implement a comprehensive corporate communications strategy and ensure
adherence to the set policies and procedures to enable efficiency and
effectiveness in programme implementation and service delivery.
9, Represent
County Government at meetings with external bodies’ conferences and other
public settings.
10, Ensure that
the County’s activities and outcomes are packaged to the stakeholders to enlist
support and awareness for the same.
11, Develop
effective working relationships and proactively engage with the relevant
stakeholders including the media, county governments, national government
development partners and other relevant institutions.
12, Enhance the
County’s visibility through publicity in the print and electronic media, radio
shows, press briefings and other publicity materials; and at other targeted or
scheduled events.
13, Develop,
Communicate and articulate effectively the County’s agenda, position and
messages to external and internal audiences including public fora, the media
and other relevant actors.
14, Develop,
publish and circulate internal publications such as the County Newspaper,
newsletters, and releases, emails, announcements, planned publications on-line,
through internet, video, special projects and assignments.
15, Develop rich
and creative content that is optimized for search engines and develop delivery
and packaging plans for corporate messages.
16, Develop and
implement branding initiatives, internal communications and external media
relations
17, Provide
effective and efficient management of the Communication and Publicity Resources
and Coordinate the provision of Administration services
18, Oversee
the preparation and utilization of the department’s budget and Undertake
the development and implementation of departmental/individual work plans;
ensuring sound management of resources; training and development of staff
including performance management and contracting.
19, manage all
aspects of the county’s website and intranet to a high standard, and produce
user friendly e-products in the light of regular user feedback and ensure

- Minimum ten(10) years relevant experience in media management with 3 of these years in a senior role with special bias in the development of communications materials, coordinating communication strategies by different stakeholder groups, website and management of social media, and translating technical information into reader friendly tools;
- Attended a Strategic leadership Development Programme or an equivalent course lasting not less than six(6) weeks from a recognized Institution;
- Clear understanding of the Busia CIDP, national Development goals, Vision 2030, and the role of management of Public Communications in the achievement of the same;
- Good oral and written communication skills in English and Kiswahili;
- Certificate in computer applications; and

for ICT, Communication and Publicity in the Department of Public service, ICT,
Publicity, and Intergovernmental Relations, for the formulation, implementation
and coordination of ICT policies, strategies, programmes and initiatives in the
County Public Service
Duties and
Responsibilities
- Coordinate the development and implementation of policies, strategies and initiatives that enhance the use of ICTs by county government departments and other sectors in the county.
- Promote the development, deployment and utilization of ICTs to facilitate the socio-economic development in the county and facilitate the implementation of the E-Government strategy
- Undertake the planning, design, installation, configuration, troubleshooting, maintenance and support of the County Government’s ICT resources, systems, and services to ensure optimal standards of databases, system integrity, security, backup, reliability and performance.
- Provide effective and efficient management of the ICT Resources and Coordinate the provision of Administration services
- Draw up and coordinate ICT plans for implementation and the execution of the ICT policies and programmes within the County Public Service
- Oversee the preparation and utilization of the department’s budget and coordinate staff matters including capacity building and performance management and contracting
- Provide strategic technology advice and direction and Coordinate research and development on new and emerging technological issues; and monitor, evaluate and report on the implementation of the ICT programmes and policies and prepare ICT status reports and ensure adherence to professional standards and guidelines.
- Provide quality and transformative leadership and effectively translate the same into conducive work environment and employee satisfaction; and give strategic technology advice and direction on new and emerging ICT issues.
- Review continuously the status of ICT infrastructure to realize optimum performance and Monitor ICT service desk delivery issues to ensure quick resolution of user related incidents enhancing customer service deliverables.
- Ensure the effectiveness of ICT Departmental mandate and system capability (policies, processes, procedures and tools) in achieving compliance requirements, optimal efficiency, resource utilization and cost containment.
- Undertake the day-to-day management of the information technology platforms, which facilitate the efficient delivery of customer service and processing of all transactions.
- Ensure that all the information technology platform in use keep pace with technology innovations and developments as a way of protecting investment in technology.
- Manage relationships with all technology based service providers as a way of ensuring that uptimes are optimized.
- Evaluate, plan, implement and maintain all the County Government’s information technology and telecommunication system projects within agreed time and budget constraints.
- Develop and manage a Business Continuity Plan and Data Security Plan for operations (including ICT Operations) in order to guarantee continuation of services at all times; and Increase computer awareness and literacy among staff to enhance skills base and productivity.
- Ensure appropriate controls and monitoring mechanisms to keep information technology operations and services in place despite power outages and telecommunication failures if any
- Monitor and manage service user complaints to ensure maintenance of the highest standards of service.
- Organize, manage and motivate the available human capital within ICT Division through establishment of suitable organization structure and implementing development programmes to optimize competence and productivity
- Take a proactive role in influencing policy and the strategic direction of the Department as member of management.
- Develop, deploy and maintain effective and efficient ICT infrastructure and connectivity solutions for the County Public Service.
Requirements
for Appointment
- A Bachelors degree in Computer Science, Information Technology Science, and/General Engineering or any other ICT related discipline from A recognized Institution.
- A Masters degree in Computer Science or any other ICT related discipline from A recognized Institution;
- Possession of professional and vendor ICT qualifications such as Certified Information System Auditor (CICA), Oracle Development System Administration, Microsoft Certified IT Professional (MCITP) etc
- Attended a Strategic Leadership Development Programme or its equivalent lasting not less than Four (4) weeks from a recognized Institution;
- Experience of at least ten (10) years with ICT system, five (5) of which should be in a management role in public service or private sector
- Proven track record of successful implementation of various ICT projects to support strategic initiatives of an organization and deliver significant bottom line impact on time and on budget.

ASSISTANT DIRECTOR,

The holder of the
post of Assistant Director Information and Communication Technology services in
the County will be answerable to the Director for ICT in the Department of
Public service, ICT, Publicity, and Intergovernmental Relations, for the
planning, monitoring and evaluation of the ICT program activities and for
developing and exploiting the potential of evolving information communication
technologies in order to support the County development priorities and
objectives.
Duties and
Responsibilities
- Undertake planning, monitoring and evaluating ICT program activities and approving of ICT standards for application;
- Ensuring ICT goals and objectives are achieved and liaising with users to ensure that information processing needs are met
- Reviewing and evaluating feasibility studies and reports for implementation;
- Undertake management and coordination of the provision of administration services in the Division
- Supervise monitor and evaluating performance of staff and coordinate the training and capacity building including performance management and contracting of the ICT officers
- Providing assistance in the development and implementation of ICT strategic plans and other policy initiatives;
- Coordinate the implementation of ICT policies, and programmes and ensure that ICT projects are completed within the planned time and budget;
- Liaise with heads of Department in developing and implementing change management initiatives;
- Undertake Budget preparation for the ICT Division and participate in Departmental Budgeting process and coordinate the procurement of ICT equipments and services.
- Adherence to standards and procedures for ICT systems development
- Projects and providing guidelines and advice to ICT project managers;
- Participating in selection, interviews and recruitment of ICT project team Members;
- Undertake periodic review of projects systems and procedures and recommending improvements as appropriate;
